Is it a right decision to pursue Masters in administrative science in Fairleigh Dickinson University, Canada?

Yes, course, FDU is good even in ranking i.e (4.0). You can also take GRE to get admission in a better college than FDU with a scholarship program (50%-100%), but it doesn't mean that FDU is not good. If you have decided for FDU then go for it.
