In private or deemed university you can get admision at 45% marks

Yes it is a rule that you need to have 50% marks but in 12th. Some colleges and universities prefer students having 50% in PCM.
Admission criteria also varies from institution to institution. Some like LPU, Amity etc offer direct admission on the basis of marks in 12th as well as JEE marks or state

Generally, to pursue B.E. / B.Tech you need to complete 12th with minimum 60% (Physics, Mathematics and Chemistry) from recognized board to join good college. However, there are colleges which take students who have scored 45% - 50%. You need to appear in entrance exam.

Of course, as per the instructions issued by various governments and agencies for admissions to B Tech programmes, you must have at least 50% aggregate with PCM and you must clear state/national level entrance examinations
