Is it advisable to go for government exams if someone opts for a career in IT and goes for higher certification in MCSE, CCNA or CCNP?

Government exams and the IT certifications you mentioned are different things. Understand the fact that government exams are aptitude based. You will have to prepare Maths, English and reasoning.
