Is it better to do only b.arch from abroad or b.arch from india and then masters from abroad just to get a license there ?

i wnt 2 ask is it btter to do only b.arch from abroad (mid level univrsty) or b.arch from india and then masters frm abroad(lil higher level univrsty) just 2 get license there keeping d cost in mind i really want to work in u.s which option will be best for me which takes the least amount of money
