Yes, it is a good option to do civil engineering from NIT-Warangal. This is one of the oldest government institutes and teachers are highly qualified and other than this, practical exposure is also given for better understanding.

Of course. By the way, NIT-Warangal is famous for civil engineering. Faculty and placements are also very good.
