No, TOEFL alone is not enough. MBA programs abroad require GMAT or the GRE too. GMAT is preferred. But, there are certain low ranked universities which may accept without GMAT. You have to check the admission requirements on university websites yourself and decide where to apply. I can see you have posted these kind of queries a number of times so my advice is that you need to check business school websites if you haven't yet.
