For UPSC CSE, you only need graduation. So if you are serious for UPSC CSE then no need to pursue Masters.

There is no such a mandatory course to pursue after completing a Bachelor degree course. So, there will be an ample time to do a sincere study only for UPSC IAS Exam or it has been up to the choice of an IAS aspirant to pursue a post-graduation course.
