Is it good to pursue B.Sc in biology along with the preparation of CAT and IAS?

I will not be attending B.Sc classes.

Preparation for Civil Services and CAT examination along with graduation degree is a good statergy but if you fail or score less then min eligibility criteria your all effort will go waste. You are advised to put sufficient attention to your basic degree also.
