Is it good to pursue Doctoral program from International Centre for Advance Studies and Research, USA? Will it be an online program course?

Please be clear with the institute name. Are you talking about Institute of Advanced Study?

I will vouch for ICASR. The doctoral program is full time but they also have an online option which is not recommended. If you don't make it through ICASR, you can choose your other option.
