Is it good to pursue MS in computer science in UAE and Saudi?

I would recommend you to not to take engineering or other course in gulf nations. You can study them in India. Lots of people from Africa, gulf and middle east countries are coming to India to shape their career through education.

I recommend you not to pursue computer science from either UAE or Saudi. These countries are not well known for CS. They might have good courses for either mechanical or civil engineering. For CS, go to US or Canada.
