Is it mandatory for an M.A (Eng Lit) from IGNOU to do M.Phil before going for PH.D

Hi, I m Neetu. I have completed my MA in English literature from IGNOU. Now I want to go for Ph.D with same stream. Well, I m told that I need to do M.Phil. first before Ph.D. I really dn't understand what's the scope of all this? What wud b my earning which I really need?Thanks a lot.
