Hi Nitish,
Well most of the German universities offer courses in English therefore it is not mandatory to learn the German. But as a friend I would suggest you to go for a German language course as it will help you to get part time employment, because a student in Germany can work 90 full days or 1

No not mandatory but there are always some un-written regulations which help indirectly. Knowing German language while in Germany would be like understanding the waves & currents in the water where you are swimming. It will always help. So go for it.
