Is it necessary that a B.Tech candidate preparing for IAS must be from top universities like IIT, NIT, BITS, etc?

Any engineer can make it to Civil Services by his hard work.

BA will give to sufficient time to prepare. B.Tech has good stand by option if you do nit make it to Civil Services. I will prefer B.Tech over BA.
