It is not necessary to clear CAT for all the colleges as u can try for MBA(PR) courses in the following institutions -
The Delhi School of Communication, IILM, Aliance Business School, Galgotias, Apeejay School of Management, etc

Hi Heena,
Public Relation is more of a media related course and not management. Therefor, the possibilities of an MBA in PR will be very less. Rather I would suggest you to go for a PG in PR from a good media institute.
Public Relation usually requires more of personality and communication skill
