Is it necessary to get a good percentile in CAT or will I be able get admission on the basis of previous study records? I will write CAT'16.

Score doesn't matter if your communication, thinking style and other skills are good. But yes, you have to get atleast 50 percentile in any of the entrance exam.

If u want to take admission in best college then u have to score more than 99 percentile

Obviously, you should score good marks to get admission easily. But, yes it is not compulsory to attain above 90. And, all your performance in further rounds will definitely matter. So, try to maintain a stable graph.
