Is it necessary to have biology /biotechnology as a subject?

A few years ago, a student from Rajasthan applied for NEET with no biology/biotechnology as a subject, later high court ended stating that he is eligible for NEET. I don't have biology / biotechnology as a subject in class 12th, can I apply for NEET.
