Yes it is mandatory to pass in all the subjects to go for any college you want. You cannot proceed ahead, if you don't pass.

You need to clear all the subjects in order to get admission in any of the college. Your class 12th will complete only when you clear all the subjects until then, it would be treated as not completed.
