Is it necessary to take admission in an Indian university for the 1st year if you're interested in Bachelors degree in a German university?

Hi, it's not necessary but you must meet the requirements on way or the other. Since German universities require 13 years education, you must either clear the IIT JEE or complete the 1st year of a UG degree in India.
