Is it nessesary to have a btech degree from the top colleges in india to take admission for MS in USA?

I am not getting a good engineering college due to my poor score in jee mains.I want to take admission abroad for MS.Is it nessesary to have the degree of btech from top colleges of india to study abroad for a master degree?
