Is it one of the NITs or IIITs?

It is not an NIT and IIIT, though. It can be said a GFTI as it was opened prior to Independence by government funds and a few organizations of Bengal.
Moreover, this institute is considered as an institute of national importance and it is mentor institute of IIIT-Kolkata. -

Hope, you are doing well. IIEST is not included in NITs or IIITs or GDTIs, else it is one of the top institution owing his own establishment .Indian Institute of Engineering Science and Technology, Shibpur owes its origin to the erstwhile Bengal Engineering College, the history of which goes to the nineteenth century when industries in the sense we understand today, were practically absent. -
It will not come under NIT/IIT. It is a separate well-reputed institute for engineering education under the central government.
