Is it possible for a student to get admission in Australia or Newzealand for MS even if he has cleared all his arrears?

Yes, why not? Arrears can be acceptable if you have come out of it strongly. If your final percentage is very good. It's how you faced the challenges. However, if you had a huge number of arrears and your final grades do not show any significant improvement then I am afraid you will have a hard time.
