Is it possible for international students to study for free in Ireland without IELTS?

IELTS exam is just a means of proving your English proficiency to the university and visa officers in Ireland. This can be done by taking standardised and internationally accepted English tests other than IELTS.
On the free education part, it may be possible for students a complete fee waiver and/or living expenses support by means of scholarship or merit provided by the Irish university. But studying completely free of any costs in Ireland may be highly unlikely as there may be some other one-time registration/maintenance/enrolment charges which may be minimal but makes the education some worth rather than being completely free.&...more
