Is it possible for me to join a degree program in India without a transfer certificate, I have all other relevant certificates of class 12th

I completed my class 12th in 2009(PCB) and joined a BHM degree program but could not complete it due to family issues and have been working since then. Can I now join any university in India for a basic degree program. I don't have my Transfer certificate but i do have all the other certificates.
