Is it possible to become police inspector with 58.5% in PSEB 12th class non-medical and 79.80% in 10th class in CBSE?

I want to know will low percentage in 12th class affect my job and promotions to DSP or ASP and also suggest me should I go for improvement or get admission in graduation? Also tell me which is the best Bachelor degree for me, please.

Yes, you can become but only after clearing the written and physical tests. So, start preparing for it. Good luck.

Yes, surely you can become an inspector with police but you have to qualify exams conducted by government and also some physical tests also.
