Is it possible to change the engineering college after 2nd year in (pune university)?I also want to change the branch.

Some peoples told me that it is impossible to change college after first year and if we want to change the college at any condition then current f.e. college ask to pay remaining 3 year fees and also other college in which i am going to take admission ask for donation or money?what is real condition
