Is it possible to change the university in 2nd year after completing 1st year in B.Tech?

Following are the conditions-
1.You should not be in an autonoumous/government/deemed university college.
2. You should not have availed Tution Fee Waiver Scheme (atleast for Mumbai University).
3.You should have distinction.
4. There should be a vacant seat in the college you want to shift.

If I am migrating just after completing 1st year then why should I pay fees to that university where I'll not be staying anymore?
