is it possible to clear IAS exam for an average(OBC) IIT student..if yes, then how difficult it would be for him..how much time is needed?

I am a 2nd year mechanical engineering student at IIT Guwahati.. I am confused about choosing civil services as my goal..because i am not that good in general studies and english....my memory is also not that good..so please suggest me what should i do? my CGPA=7.0 at IIT,IITJEE 2011 rank=2200(OBC)
