Is it possible to complete B.Com+MBA in 4 years from an open university? Can you suggest some universities that have this course?

You should firstly understand that MBA is a post graduation Degree which can be pursued after the graduation. So, firstly complete B.Com, then MBA of 2 years.

Regulations do not vary for distance education. Rules are issued by the UGC for all universities.
