Is it possible to complete B.Tech in one year?
I discontinued my B.Tech (Electronics and Instrumentation) after 3rd year in 2004.

No, in now way Anirudh you can do B.Tech in a year's time. The course itself is not designed in that way and hence it is rediculous to even think so. Focus on the right path as far as education is concerned. Fruits grown in a natural manner taking their stipulated time only have the desired vitamins

you need to contact your college from where you have discontinued your study if you have cleared your all previous year. There is no 1 year degree as such.
