The fees in German universities are nominal but living expenses are high. Your living expenses may vary between Euro 750 to 1000 depending on location of university. German government allows MS students to work 4 hours a day. You can subsidize your living expenses by working part time, if you are ready to put additional efforts. You may not even require any personal money for your education. I am sharing this information based on my personal experience.

Sure, you can. As the government universities provide almost free education, so the money spent will only be on the accommodation and food and basic requirements which will not be more than 5-6 Lacs. So, the 2 year MS programme can be completed in your budget.
