is it possible to do mds outside india ( not in russia) in around 10 laks.

pls if u lt me knw abt doing mds in dentistry 1:total budget of studying outside and how much maximum scholarship we can get 2:total number of seats availabl in govt coll in india nd outside 3;if we r one of toppers thn ll it effectin bank loan . scholarship.. so tht we spnd arnd 10 laks
