Is it possible to get admission for PG Diploma in Canada?

I have completed B.Tech in Mechanical Engineering. I had 13 backlogs in history.

I have a first class in B.Tech (6.4 CGPA). I have 2 options: 1 ) MS in Windsor University 2 ) PG Diploma in confederation college in Ontario.
