Is it possible to get admission in Canada, US or Germany with my TOEFL result and low tuition fee?

TOEFL result-53%, B.Sc result- 3.42 CGPA.

No, it is very difficult to get admission with this score, if you are planning for it, then you need to give GRE as well as TOEFL, and if you are planning for German, you need to get German language test and for Canada, FOEFL is sufficient. But, your score for all countries should be near about 100.
