Yes, you can. Apply for CPL without having SPL or PPL. The only condition is that you should have Physics and Maths as subjects in class 12th. You have to join flying academy for flight training and completion of flying hours. After class 12th, you can pursue CPL course.

    Hi,
Student Pilot License (SPL) and Private Pilot License (PPL) are intermediate stages before you finally attain Commercial Pilot License (CPL). Although its your own personal choice to get a PPL issued after you complete the qualification for the same or you may choose to continue flying on SPL for pursuing CPL. The logic is that, no one can fly an aircraft without atleast having a SPL. So your SPL is issued by the flying club itslef to qualify your eligibility to fly the aircraft for CPL. The logging of hours hence will be done on your SPL license itself, thereafter you shall be issued a CPL from DGCA. You can take direct admission

Well, SPL is the first stage of a pilot's career.
    This is the order-
    SPL
    PPL
    CPL
    ATPL
