Is it possible to go to New Zealand for any Post Graduate course if I get 5.5 in IELTS ?

not without first studying more english, all New Zealand Universities require 6.5 for entry to post graduate programmes and I would be suspicious of any institutions with lower ielts requirements, this to me would reflect quality of the programme.
