Is it possible to pursue civil engineering after completing my CEC?
Now, I am in inter-second year. I want to start planning for my future.

It's very nice to see your dreams. It's rather good to plan early. Best is to get admission in IIT or NIT. For this you have clear JEE Mains. Start preparing for this. Make planner. Assign time for each subject everyday. Assign time for exercise/yoga/Pranayam everyday. Start learning something relaxing like playing an instrument, dinging, painting etc. If possible join some coaching class.
