Yes it is possible to pursue two degrees simultaneously one through regular mode and other through distance mode. There are many universities like HPU, DU, LPU, SMU etc that are offering distance education too through ICDEOL, SOL, LPUDE, SMUDE respectively.

Yes, it is possible to pursue one course as regular and the other one as distance but from different organizations.
Please note that you cannot pursue two full time course simultaneously, and you cannot even pursue two different course through distance education from same university.
