If the school or college you have applied for is ready to admit you without IELTS test then you do not require to take this test. Having said that, the schools which accept students without IELTS score may not credible enough, and based on that your Student Visa may be rejected by the consulate.
I would suggest you should take the IELTS test to avoid any kind of hindrance in your student visa.
If you don't belong to a native English speaking country then IELTS and TOEFL are basically needed to determine that you have sufficient English language ability to be able to participate in study and work related activities in those countries.

The need of IELTS test for obtaining a student visa is based on two things-
- Your course: If your selected course is not offered in English then, you might not be required to appear for the IELTS test.
- Alternatives: In case your college and visa officials permit, you can attempt to write other English tests like TOEFL, Duolingo and PTE.
