Hello Dear, For UPSC you need to be a graduate from UGC recognised institutions. So you can definitely participate in UPSC examinations. -

6 years agoYes, it is possible for you to apply for UPSC. For applying UPSE, you have to complete your graduation, whereas any graduate person can apply for UPSE. Best of luck.
