If you mean Sikkim Manipal University – Distance Education, then as per its official website it is incorporated under the State Legislative Act (Act IX of 1995) of the Government of Sikkim.
Sikkim Manipal University Directorate of Distance Education is recognised by:

SMU (Sikkim Manipal University) is UGC Recognized and It's 101% safe to do MBA from SMU. Don't know about placement.
