Is it that all who meet the cut off of JEE Advanced get admission in iits?

    No, it is not like that only the top 10k students will admission in IITs.

    No. The seats in IITs are limited which are 11,289, which includes all the branches. So, in order for you to get admission in specific branch you need to be in top list depending upon your choice of branch.
