Is it true that poor financial background will affect the chances of admission the colleges abroad?
I read in Quora that mentioning about a poor background or need for the scholarship can affect chances of admission in international colleges because they like to acquire money from international students.

If you want to apply for any scholarship or fee waiver, you need to look for that on the website of college or university, where you want to apply.
After you pass IELTS or TOEFL exam, you have to apply for offer letter from institution, where you want to study further. Some colleges/ universities charge for it, while it is for free for some colleges/ universities, for example: Canadian institutions have application fees between 100-150 CAD, while Australian institutions provide it for free.
