Is it true that the students with prior work experience get foreign job offers and fresher get local job offers?

There is no inter-relation between foreign job offers and prior work experience. Job is secured solely on the basis of your knowledge and talent.
That being said, there are some companies who offer job in African countries and they might put restrictions corresponding prior work experience. But this is an exception rather than a norm. -

There is no such criteria in IIFT that only people with prior work experience get foreign job offers. It depends on your profile and capability to grab a offer. -
This is not true. Freshers (students without any prior work experience) have also got foreign offers in the current placement season of the 14-16 Batch.
