Is it true that to get the PR of Lithuania we should have our relatives there?
My friend wants to study and settle in Lithuania.

Lithuania is not a good country to study. The fees is also high, but it is true that they will provide PR for bright students. In my suggestion, you can choose Canada, if your academic score is good.
