Is it very tough to get admission in VIPS for outside Delhi student as it is only 15% quota for outsider?

Admission is mainly dependent on your rank. So, the better you score, better are your chances of getting admission here. I have many batchmates from outside Delhi, so it's not very tough. Do check last year's cut offs to see what rank students were given admission in VIPS.

Not at all because ultimately your CET scores matter. The difference that comes between an outsider and Delhi student is not that much.
