Is it worth pursuing M.Sc alone? Is it only a stepping stone for Ph.D?

Yes, in general, a master's degree is one of the best stepping stones toward a doctorate. I would recommend that.
However, I would also encourage anyone to reflect on why one would want to pursue a doctorate. A PhD is typically a research degree. It may help in teaching, and sometimes consulting, but in general, it should not be considered the best course for professional development.
A master's degree indicates mastery of one's profession. If one is an engineer or professional, the master's degree will help one progress professionally more than will a doctoral degree.
