Is leaving certificate from previous college necessary for abroad education?

I got 59% in diploma engg. I took admission in one of colleges of Pune University for Bachelors. Now after spending one year without giving any exam, I am thinking of going abroad for under-graduation. So my point is the leaving certificate is necessary for abroad edu. as I wont get it from college.

    No, leaving certificate is not required in case you wish to pursue UG courses overseas.

    Leaving certificate meant you clear all your dues from there and that university has no objection if you want to leave, but Migration certificate allow you to transfer one university to another in case you want to continue your further studies.
    Migration certificate is required, as from this, a university, whether national or abroad, verify that the candidate previous university clear him/her from his course and now he/she can take a clear admission in there university for further studies.
    Apply for your Migration certificate as soon as possible, as it take 1-1.5 months in issuing it.hope my answer helps you.Best of Luck.
