Hi, You are not eligible since you do not meet the qualifying criteria as you are a Commerce graduate. Eligibility is- Post Graduate Degree from a recognized university in Economics/Applied Economics/Business Economics/Econometric. Refer- http://upsc.gov.in/general/ies-iss.htm Thanks
