Is M.Sc.(Electronics) through Dist. Learning from Madurai Kamaraj Univ.(approved by DEC) valid for promotion in Govt. Sector & further study

I want to pursue M.Sc.(Electronics & Communication) through Distance Learning from Madurai Kamaraj University. The university and the course are both recognized and approved by DEC and I am employed in Electronics field. I want to know whether this degree would be valid for promotion in Govt. sector
