Yes, maths is compulsory at XII level to seek admission in top universities (say DU).
However, there are many colleges/universities which accept applications even without maths.
So you can apply in those colleges.

I am from Karnal, Haryana and I'll prefer colleges and universities in Delhi or Chandigarh.
